On 15th April 2009 Dr Abdul Jalil Al-Singace, the spokesperson for opposition movement Haq (Haq movement of Civil Liberties and Democracy) was returned from King Fahd Causeway port and prevented from crossing the border to Saudi Arabia. Dr Al-Singace was attempting to cross the border in an attempt to “cross check the pardon measures and lift of the travel ban” on his travel outside of Bahrain. Dr Al-Singace was intending on attending the UN Durban 2 Conference in Geneva.

Your Excellency,

Re: Decision to prevent Dr Abdul Jalil Al-Singace from leaving the county.

I am concerned about the recent decision to prevent Dr Abdul Jalil Al-Singace, the spokesperson for opposition movement Haq (Haq movement of Civil Liberties and Democracy) from travelling to Saudi Arabia. Despite of the pardon granted to Dr Al-Singace by the King, the Ministry of the Interior is refusing to grant Dr Al-Singace his freedom of movement.

Freedom of movement is one of the most basic human rights and the decision to prevent Dr Al-Singace from doing so contravenes Article 13 of the Universal Declaration of Human Rights, which stipulates that everyone has the right to leave any country, including his own, and return to his country.

I urge you to ensure that Dr Al-Singace is indeed granted the pardon announced on the 11th April by the Minister of Interior, Lt.General Shaikh Rashid bin Abdulla Al Khalifa, and is afforded the rights that come with such a pardon.

I look forward to hearing back from regarding this urgent matter.

Yours sincerely,
