Dr Dhina is a founding member of Rachad, a movement which aims to bring about political change, the establishment of the rule of law and good governance in Algeria by peaceful means. As Executive Director of Geneva based human rights NGO Alkarama, he also works to enhance respect for human rights in the Arab World. A well-respected physicist by training, Dr Dhina lives in Switzerland and is the father of six.

On 17 January 2012, the chamber of investigations of the Paris Court, considering the request for provisional detention of Dr Dhina made by the Algerian authorities, ordered that he be kept in detention. He is accused by the Algerian authorities of having committed terrorist acts in Zurich, Switzerland between 1997 and 1999. The Swiss authorities have consistently refused to act on the requests by the Algerian regime to arrest and extradite Dr Dhina.
We firmly condemn the decision to detain Dr Dhina and fear that it was politically motivated. Extraditing Dr Dhina to Algeria would constitute a violation of French law and of international human rights conventions which strictly forbid the extradition of political opponents to countries, like Algeria, where they would be at risk of human rights violations.
We will continue to mobilise all efforts until his release and call on all supporters of freedom and human rights to defend him and request the immediate end to his detention by the French authorities.

Non à l’extradition du Dr Mourad Dhina en Algérie !

Les autorités françaises ont arrêté le Dr Mourad Dhina, lundi 16 janvier 2012 à l’aéroport d’Orly. Le Dr Dhina est membre fondateur du Mouvement Rachad qui appelle à un changement politique en Algérie  et à l’instauration d’un Etat de droit et de bonne gouvernance par des moyens pacifiques. Il œuvre pour le respect des droits de l’homme dans le monde arabe au sein de l’ONG Alkarama dont il est le directeur exécutif. Physicien réputé, le Dr Dhina  vit en Suisse et il est père de six enfants.

La chambre d’instruction de la Cour de Paris, statuant sur la demande d’arrestation provisoire formulée par les autorités  algériennes,  a,  à l’issue de sa comparution le 17 janvier 2012, ordonné son placement en détention. Ces dernières l’accusent d’avoir commis des actions terroristes à Zurich en Suisse durant les années 1997-1999. Les autorités suisses avaient toujours refusé de donner suite aux nombreuses demandes d’arrestation et d’extradition du Dr Mourad Dhina formulées par le régime algérien.

Nous condamnons fermement cette mise en détention et craignons qu’elle n’obéisse à  des considérations d’ordre politique. Une extradition du Dr Dhina vers l’Algérie  constituerait une violation de la loi française et des conventions internationales qui interdisent strictement toute extradition d’opposants politiques vers des pays qui, comme l’Algérie, violent les droits de l’homme.

Nous resterons mobilisées jusqu’à sa libération et appelons tous les partisans de la liberté et des droits de l’homme à le soutenir et à demander aux autorités françaises de le libérer.
