The UJN is a network of NGOS and grassroots organisations from around the world committed to sharing local knowledge and campaigning on strategic issues of justice.  The UJN was set up in October 2008 in Penang, Malaysia under the auspices of Citizens International (CI) and Islamic Human Rights Commission (IHRC).  The UJN secretariat is based in Penang and London, under these organisations.

The original delegation consisted of Massoud Shadjareh (IHRC, UK), Moazzam Begg (former Guantanamo Bay Detainee, UK), Mohideen Abdul Kader (Citizens International, Malaysia), Mardani Ali Serah (Member of Parliament, Malaysia) and Imam Al Asi (USA).
