Despite having obtained both a visa and permission to travel from the interior ministry, Dr Hasan Al-Turabi, Secretary-General of Popular Congress Party (PCP), was prevented by Sudanese security forces from travelling to Paris to seek much needed medical treatment on 18 April 2009. His travel documents and those of his family, who were due to travel with him, were removed. Dr Bashir Adam Rahma, the External-Relations Secretary of the party, was also prevented from travelling.

2. Action required

Write to the Sudanese Ambassador in your country, urging him/her to immediately return the travel documents belonging to Dr Turabi and all those due to travel with him. UK campaigners will find the appropriate address, fax and email on the sample letter below.

Re: Decision to prevent Dr Hasan Al-Turabi from leaving the country to seek medical treatment.

I am very concerned about the recent decision to prevent Dr Hasan Al-Turabi, Secretary-General of Popular Congress Party (PCP), from travelling to Paris to seek much needed medical treatment. Dr Al-Turabi had all of the necessary documentation required to travel abroad and was due to travel with members of his family and Dr Bashir Adam Rahma, the External-Relations Secretary of the party.

Freedom of movement is one of the most basic human rights and the decision to prevent Dr Turabi from doing so contravenes Article 13 of the Universal Declaration of Human Rights, which stipulates that everyone has the right to leave any country, including his own, and return to his country. Article 12 of the African Charter on Human and People’s Rights also guarantees that every individual will have the right to leave and return to one’s country at will.

Dr Al-Turabi is about to turn 77 and has a number of physical ailments that require important medical treatment, not available in Sudan. I urge you to ensure that the travel documents belonging to Dr Al-Turabi and all those due to travel with him are returned as soon as possible. Further, please also ensure that he is allowed to leave Sudan in the near future to receive his much needed medical treatment.
