This paper was presented at the Prisoners of Faith conference in February 2002, in London, UK.

Definitions of terrorism are normally given by academics, government spokespersons and journalists. These are the ones who report terrorism, analyze it and comment on it. And they also have a vested interest in it. In most cases they use prescriptive definitions and not descriptive definitions. As a result of these prescriptive definitions it appears that terrorism is only terrorism when it targets the West.
